[Committee] Wind power action and old homes

Dear Anna,
Yes targeting efficiency of buildings, particularly those that have
already been built is an area where much needs to be done. Work on
this should come under the energy use working group. Good idea to
start this after we have finished the SPD analysis and have written to
Ruth Kelly etc.
