[Committee] proposed submission for the supplementary planning document

Dear all,

I just finished a draft of our submission to the SPD, which is mainly a
comment rather than a point by point critique of the council's draft.

Please, could some of you look through it to make sure the language is
understandible?

Otherwise, it could be fed with somewhat more citations. Steve, do you feel
like you could put some. Also, I didn't really implement citations properly.
Would probably translate everything to Tex if none of you feels like doing
it in Word properly
