There is no need to differentiate between contributions made by passive
solar design and renewable energy sources in this calculation, when maximal
target emissions are applied rather than a relative CO2 reduction. This
definitely simplifies the evaluation of applications and also implies that
the developer has full freedom to use the most cost effective solution to
achieve the target.
