It is of concern that the document does not go beyond the minimum standard
required by government regulations, which will very soon be superceded by
more stringent regulations. New building hardly usually involves an
increase in emissions of CO2 and therefore the very best that can be done
is to achieve carbon neutrality which does not in itself reduce the total
CO2 output. Thus the 10% rule will involve Cambridge becoming a local
carbon hot spot of increasing CO2. This is totally incompatible with a
number of government targets e.g the one in 2010 (10 gw of CHP) and the
vital 60% target of CO2 reduction by 2050. Even if the UK were to meet the
Kyoto target in 2012 it would be mainly due to the conversion from coal to
gas in the early 1990s. There are now signs that CO2 output is rising
again so that this type of development could help to make things worse.
It is also of concern that recommendations tend to be based mainly on the
UK building standards and neglect good practice abroad (e.g. the
Passivhaus, CHP and district heating in Scandinavia and Germany)
